Donna L. Neil, co-founder of Horizon Practice Management
Consultants, Inc. has been in the medical field since 1974.
In
1997, she co-founded Horizon Practice Management Consultants, Inc.
 Since then, her strategies have increased physician and
hospital revenues by at least 25% over their previous years'
accounts.

 

Ms. Neil is seen as an authority in her field and is an expert
speaker and presenter on the subjects of Medicare and Medicaid reimbursement.

 

She was one of the co-founding officers of the New Jersey Society of
Radiation Therapists.  She is also presently a member of the
American
Society of Radiologic Technology (ASRT), Society for
Radiation
Oncology Administrators (SROA), the Southern
Association of
Therapeutic Radiation Oncology (SATRO), and is registered with the American Registry of Radiologic Technologists (ARRT).

 

She earned her Certificate in Business Management for Radiation Oncology and is a Certified Compliance Professional (CCP). 

 

Throughout the years of her technical career, Ms. Neil has interacted with coding and reimbursement issues that affect medical practices on a daily basis.  Her tenacity resulted in the turn around of Aetna’s Medicare position on payment for IMRT procedures.

 

In 2002, Ms. Neil formed the Society of Radiation Oncology Billers (SROB). The Society was created to educate Billers on correct ICD-9 and CPT coding and billing procedures.  An annual newsletter sent out to members updates them on current issues pending within the field.

MARK BELANICH
Director of Physics


Mark M. Belanich is Horizon PMC's Director of Medical Physics, specializing in Radiology and Radiation Oncology. He oversees the clinical activities of the Radiation Oncology facilities managed by Horizon PMC. He was influential in increasing Mobile HDR services, expanding Physics Services to include Diagnostic Radiology, internalizing quality control through monthly and annual calibration services, and implementing the “Record and Verify” system to the managed practices.

His team is responsible for overseeing Quality Assurance, Radiation Safety, and temporary employment. Mr. Belanich specializes in recommending state-of-the-art equipment for new facilities and setting up protocols to enhance Quality Assurance. 

 

He has been active in the profession and serves on the Board of

Directors of the American Association of Medical Physicists.
He also served as President,
1990 and 2002, of Radiological and Medical Physics Society of NY (RAMPS) and as President, 1992, of the Connecticut Area Medical Physics Society (CAMPS).

A 1983 graduate of Albany Law School and admitted to the Bar of the States of New Jersey and New York, Ms. Bader acts as In-House Counsel to Horizon PMC, Inc. providing full-time legal counsel in the management of all Healthcare Law, Employment Law, General Contractual and other legal issues that arise in the ordinary course of business.
